So I read that some colleges offer early decision II and I was wondering if they look at the applications differently, for instance, do the admission officers view the applicant's interest in the college to be less because he/she applied early decision II instead of I?

Not really, they just would probably figure the school was once your second choice now first, and apparently you did not get admitted into your once first choice.

If that is the case, then why are there two divisions in early decision?

Perhaps to give applicants more time to finish their applications, or to provide applicants more time to make sure that they really want to go to their ED school before submission?

Would senior grades be an admission factor in early decision II?

Probably. I think for ED II, colleges accept mid-year reports, since their deadlines are around the end of the 1st semester for most high-schools.
