Can someone explain what this is? I've never heard of it until now.

It is simply a second round of ED with different deadline and notification dates. All of the ED I rules still apply.

Colgate offers ED II.

EDII is not well known to the average applicant, but it's used a lot by coaches at schools that have athletic tips to try to get commitments from athletes, once the EDI dust has settled. Typical deadlines for EDII are a couple of weeks after EDI notification.

What others have said. Apps are due generally around the same time as RD apps, but ED II is binding just like regular ED. It is often used by people rejected EA/EDI, or who simply want extra time to bring up grades, or retake SATs.

What schools have ED II? Could you apply both at the same time, without knowing whether you have been admitted ED I?

Check the college websites to see if they have EDII. I don't think there's a complete list.

And no, you cannot apply ED II until you know the results of ED I.

does one still have somewhat of an advantage going ed II as opposed to going RD?

Yes, there is definitely still an advantage (though obviously it varies, just as it varies from school to school how much ED is an advantage in the first place.)
