The official UPenn website states that in ED round legacy applicants are given most preference. Does that mean for international non legacy students (like me), RD would be better than ED?
No it just means that if you are legacy, best to apply ED. Applying RD as legacy doesn’t help much.

From strictly an admissions point of you your chances in the ED round are higher than for RD. The admission rate for RD last year was 7%. It’s been declining over the past few years. It wouldn’t surprise me if it goes sub-7% this year.
@fogcity it will definitely go sub -7% this year cause 1. The number of apps increased 2. Penn admitted an even higher percentage of the target class from size the Ed pool (about 54%). Penn Rd is a crapshoot.
