If I apply ED to William & Mary, can I still apply early ACTION to other places? Thanks!

bumppppp? anyone know the answer to this?

Yes, you can. You can also send out regular decision applications, as long as you withdraw them upon being accepted early decision. The important thing is to honor the early decision acceptance - it is binding.

Last year, my d applied to Pitt (rolling decision) and submitted her RD application to Wake Forest before hearing from W & M. She had to apply to Wake by Dec 1st to be considered for a particular scholarship program, even though its RD deadline is in January. And there were some schools with December 15th scholarship deadlines that my d was preparing apps for before she heard from W & M on December 3rd. Once she was accepted ED, she wrote to Wake withdrawing her application, and to Pitt notifying them that she would not attend.

I don't know how Single Choice Early Action (SCEA) works, but only a very few schools use that.
