Eastern state school with high OOS acceptance rate ?

Live in Delaware. Looking at eastern state schools with high acceptance ratios for out-of-state students.

Any thoughts ?

Do some states restrict proportion of out-of-state ? Someone told me that North Carolina schools only allow 20% out of state -- I'm assuming then it is tough to get in out-of-state in NC ?

Are the acceptance criteria for out-of-state students generally higher for state schools ?

Thanks !!!

Generally. However, Penn State and Pitt, for example, don't seem to have a preference for in-state vs. OOS, although this may be because they're "state-related" (yay to the commonwealth board of higher education).

Delawaredave, it is true that NC limits the number of oos students but I think this is mostly a big factor at UNC-Chapel Hill. I don't believe the other NC system universities are as difficult to get in from oos.

The SUNYs are looking to increase OOS enrollment, might try your luck there.

Why would you want to pay OOS tuition for a state school? SUNYs are a bargain, but most will cost you as much as a private without the aid.
