Your list is mostly right actually. Stanford is better than Yale in Economics and Georgetown does not belong in the top 25 in Economics, but otherwise, you are almost 100% accurate. I would group Econ programs as follows:

GROUP I:
Harvard University
Massachusetts Institute of Technology
Princeton University
Stanford University
University of California-Berkeley
University of Chicago

GROUP II:
Columbia University
Northwestern University
University of Michigan-Ann Arbor
University of Pennsylvania
University of Wisconsin-Madison
Yale University

GROUP III:
Brown University
Carnegie Mellon University
Cornell University
Duke University
New York University
University of California-Los Angeles
University of Rochester

GROUP IV:
Boston University
University of California-San Diego
University of Maryland-College Park
University of Minnesota-Twin Cities
University of North Carolina-Chapel Hill
University of Texas-Austin
University of Virginia
