Economics: Wisconsin, Florida, Minnesota, NYU, Tulane (Political Economy)

I know that NYU, UW and UMN are top notch in economics, while it isn’t UF’s strong suit. I am not sure how Tulane’s political economy program compares with those others though.
Is it in the same tier as NYU, UW and UMN or does it rank with UF?
