Do colleges only care if you were an officer of an extracurricular activity to consider it an extracurricular activity or do they still count it as an extracurricular if you were just a member?

It's still an extracurricular but it is way better to be an officer or in some sort of leadership.

its still an EC but it looks better to show that you are very involved and passionate about the activity by having a leadership position.

I saw an application of Elon University and on the EC section, there was a chart with columns labeled Extracurricular activity and leadership position held/awards received. So if I'm not a member, do i put "none" under the latter column?

I think writing "non" draws more attention to the fact you didn't have any leadership positions. Just leave it empty, if the applications allows.

Is it true that more prestigous schools care more about ECs than not-so-prestigous schools?

The more competitive a school is, the more qualified applicants (stats-wise) they have, the more they will have to rely on ECs to set apart applicants.
