Can a student submit an ED1 application to their first choice school and submit an ED2 application to their next choice school before hearing back from first choice school? Or, do they need to hear back from their ED1 school before submitting their ED 2 application?

ED is ED. You can only do one, until you know you got rejected from the first.

Nope. A student must hear back from ED1 - if rejected, they can apply to another school ED2. And a student CAN apply in the regular decision pool for their intended ED2 school and if rejected from their ED1 school, they can just have their application moved to the ED2 pool.

You need to hear back but the ED2 deadlines (usually Jan. 1) are set to allow you time to hear back from your ED1 school (usually by mid-December) before submitting your ED2 application. And there’s nothing to stop you from preparing your ED2 application while waiting to hear from your ED1 school and holding it to send immediately upon getting your ED1 school’s decision.
