IB predicted 35 higher than BU about the same level as NYU
I don’t mind which I go to, if I ED one how likely is it for me to get in
with an 1170 SAT, both schools are reaches, even with ED.

If you are rejected, you cannot apply for the regular round. If you are deferred, you will be competing with other applicants in the RD pool.
