<p>Why in the world would you think that the deadline might be 11:59 pm on the 7th?</p>
<p>Because midnight on November 8 is technically the first minute that begins November 8, or the minute after 11:59pm of November 7.</p>
<p>But most people refer to midnight of November 8 as 11:59 of November 8 instead.</p>

<p>If a deadline is November 8, a person has until and through the end of November 8 to submit something.</p>
<p>November 8 lasts 24 hours.</p>
<p>An application can be submitted at 6:30 am on November 8.</p>
<p>It can be submitted at 4:20 pm on November 8.</p>
<p>It can be submitted at 11:59:59 pm on November 8.</p>
<p>But, the deadline is not, and never would be “11:59 pm on the 7th” which is what the O/P asked.</p>
<p>I think we covered how to read a clock and tell time in my school when we were in kindergarten.</p>
<p>What I think the O/P was asking is, if a deadline is the 8th, does that mean the 8th is actually too late and that the 7th is the final day.</p>
<p>And again, that just shows the level of general understanding of the O/P. Sorry, but it is true.</p>
