I am planning on applying ED for Columbia, and EA for UChicago.
And I read this:

"While Columbia does not necessarily encourage the filing of both Early Decision (binding) and Early Action (non-binding) applications, we do not prohibit candidates from doing so. "

Does this imply that applying to both ED and EA will harm my chance of ED?

That means that you are permitted to apply EA apps (as long as the EA school does not limit you) along with a Columbia ED app. Columbia is not likely to even know you applied EA to a school or numerous schools.

I heard that the Ivy's pass around alot of info to prevent any double dippers ( 2 ED's) and procrastination. I assume that they all have liason's that go around during admissions? this was from a 03 penn grad.... But columbia might not be in that circle...

The list (if any actually exists) is for ED, which is binding. Columbia may not like ED and EA, but it is not forbidden, so there is no reason for EA application information to be on any list. (The only school I know of that has ED but does not allow EA is Brown.) And besides, Chicago isn't Ivy League, so is likely not on any such "list".
