Hello, I’m still pretty naive about the college admissions process, even though I’ll be a senior this coming September (I know, it’s pretty sad). Well, anyway I have a question about Early Decision II. I know in Early Decision I the mid-year report isn’t seen by colleges, but is it seen by colleges during Early Decision II?
The college I’m applying to (well, my dream college!) has an ED deadline of January 1 and acceptance offers are given out sometime by February 15.

The colleges are reasonable. If Feb 15th is the day they send out acceptances and the mid-term is probably not out till March, then they won't insist you send the midterm. The midterm report is usually asked for the regular decision round.

You could also call the admissions office and find out. But I'm pretty sure that they will be reasonable.
