I'm dead set on going to Wharton. I'm just wondering if I should apply early or wait for regular admissions to improve my GPA. Here's some of my stats.

GPA: 3.83
SAT: CR 800 M 760 W 730 2280 (I'm retaking in October)
SAT II: Math II 790 History 790 Are my good ones, I have a 670 in Biology from Freshman year which makes me cringe but I'm considering taking Physics for my science one. Unless of course, that's completely unnecessary.

AP
US History 5
Government 5
Euro History 5
Psychology 5
Econ Micro/Macro 4/4
English Lit 4
BC Calculus 3 (Ouch, but I heard APs don't really matter for admissions?)

EC
Lighting Chief of Drama
Leadership Committee Member of KAST, which stands for Kids Are Scientists Too and teaches Science to Elementary School Students
President of Clay Club
In NHS, MHS, Dragonboat
Ballet (12 years)
Piano (7 years)

Jobs
Hostess then promoted to Waitress (1 year)
Teach English at a Chinese University (summer)
Peer2Peer Tutors (2 years)

The important thing is when looking at my schools family connection, the lowest SAT score they've accepted was 2380 and the average was 2390. But on the other hand the average GPA was about 3.83 which more so matches my low GPA. On the other hand for RD, the SAT was 2274 but the GPA was 3.88

So basically I'm wondering should I apply early (I've heard the chances are better?) or should I wait until January?

@OP: I believe your AP Scores do count, especially for a top-notch school like Penn. Remember, 5 > 4 > 3 > 2 > 1 > NOT TAKING IT. So your 3 in BC is better than no score at all. Self-report all your AP Scores, it’ll all be worth it in the end.

The ED chances are significantly better for Wharton than RD. If your heart is really set on Wharton, then you have nothing to lose by applying early.

To answer your question about the SAT IIs, I personally would retake a Physics SAT/any science to send instead of the Bio just because it would make your app more consistent. I’m not certain it would matter in the long run, but if you have the time/initiative, then why not?
