<p>All ED applications include a commitment on the student’s part to enroll if the early application is accepted in the early round. You can’t make that commitment to more than one college at a time. (Many colleges have a second round of ED – ED II – and you are free to apply to one of those if you were rejected or deferred in the early round at your first ED college.) </p>
<p>As far as Penn (and any other ED college you might apply to instead) is concerned, you can apply to as many Early ACTION colleges as you want. EA does not involve any commitment on the student’s part, it just creates the possibility for learning that you have been accepted or rejected at that school early, rather than waiting for March or April. Some EA colleges, however, do not anyone to apply EA if they have applied ED elsewhere. That includes Georgetown and BC, and of course HYPS (who don’t want you applying anywhere else early, with limited exceptions). But other EA colleges don’t care, e.g., MIT and Chicago. If you decide to go the simultaneous ED/EA route – and lots of kids do that – you have to make certain to read the rules for each EA college to which you apply.</p>

<p>Yes, you can (and should) apply to Berkeley. However, you would have to withdraw your Berkeley application if you got into your ED school (in this case, Penn).</p>
