If I am applying to Cornell for Early Decision, does Cornell allow me to apply to another school Early Action, for example University of Chicago (which does allow you to apply to other school if you're applying to it EA)?

no, it does not

Are you sure about that, gomestar?

Early Action isn't binding, so I was under the impression that, as long as it's not "single-choice EA", it would be the same as applying to a rolling decision school.

In other words, you get your decision early but since you don't have to go, you're still free to honor the ED commitment.

yeah i thot the same way as kdmom, but i'm not 100% sure and i couldnt find it on their site.

yes
it does

It is my understanding that you can apply to both but if you get accepted to Cornell you must attend Cornell because ED is binding. You cannot apply EA and ED to a school that subscribes to "single choice early action [SCEA]. The last time I looked, Chicago was not SCEA. You should e-mail admissions and post the response on this page to avoid any confusion for other students.

Chicago is not SCEA, I applied there many years ago when I applied to college. However it is common courtesy to withdraw your application if you get in your ED
