I submitted all my materials to my ED university before the deadline and people say that November 18th is the last day to get everything in if you are missing something (whether you have received a call or email from the adcoms stating this). Well, I was curious as to if you are missing a form for the university and the say to please send it in by the end of this week, will this be looked upon negatively on your application? In addition, does this techinically mean that the college does not review your application until EVERYTHING is in?

If you called the school and they send to get everything there by the 18th, they will not hold it against you or view you negatively if you do so.

Colleges do not review your app until everything is in.

If your ED school said the 18th, you can take them at their word.

nedad is correct. It would be a detriment to the candidate, not to mention a waste of an adcom's time to review a app that is missing materials.

Most colleges realize that teachers and counselors are busy, so they cut them a several days of slack for getting materials in....not to mention last Friday's postal holiday.
