<p>Hey man, your Spanish teacher is right in some sense, Sucre (judicial power) is the capital of Bolivia in a historical sense, La Paz (legislature/executive) was created after some silly civil war, people say that Sucre is the capital because of history (first; in some sense) and it also say it, in the constitution, but in fact it only says that Sucre is where the Judicial power is, La Paz has a little more with legislature/executive. And then La Paz was consider as the capital of Bolivia. Its like if they create a second White House in Miami and gave it a more power, after some generations people will say that the capital is in Miami but some will argue.
