My daughter is 17 in Form 5 and she does not want to take HKDSE in Hong Kong next year. She is planning to go to USA for further study. As she still not yet complete her high school, only Seattle provide High School Completion. She just took the IETLS overall is 7, I know Bellevue required 7.5 and must be 18 years old or above. We are considering another community colleges.

Washington Community Colleges can accept students under 18 who do not have High School diplomas, but the student must get special permission, usually from the Registrar or Enrollment Services. Edmonds and Shoreline Community Colleges are in similar suburban settings, just north of Seattle. I think that Edmonds is more comprehensive and has better services for International Students. You could also look at North Seattle College, which is only a few miles further South than Shoreline. I work at Everett Community College, about 10 miles North of Edmonds. Any of those community colleges offer an Associates transfer degree that will be honored in the Business Management departments at UCLA or Washington U. However, just to be clear, are you referring to Washington University in St. Louis, Missouri? Or, are you referring to the University of Washington, in Seattle, Washington? When a student transfers from a community college into a University, their grade-point average typically ‘re-starts’ at the University. So, a student will earn grade or graduation honors, based on their performance during their Junior and Senior years at the university that they transfer into.
Does she have family or friends in the Seattle area for support? Has she spent time in the US before?
There is a reason for a minimum age and IELTS test score - doing well in college in the USA requires a certain amount of maturity and English language proficiency, especially if your daughter will be on her own.
Between those two schools, I believe only Edmonds has a dorm, if you want her to live on campus.
Why not do high school completion in a high school? I guess I’m surprised that other states don’t have high school completion programs.
I don’t know whether dorm or homestay is better. It probably depends on the individual situation.
In Washington State, the community colleges have responsibility for High School Completion (HSC) programs. However, academically-capable students, like philharmonic’s daughter would probably benefit more from entering into college-level coursework. It is my impression that Hong Kong’s education system is more rigorous than most U.S. high schools, so a 17-year old Hong Kong student ought to be ready for college classes. She just needs to get permission to do so from a WA CC.
Edmonds has nice dorms that are at least 50% International students, so I should think that would be a good choice for a Hong Kong student, as long as she is mature enough to handle living on her own. If not, then a home-stay arrangement might be better. Personally, I think the dorms at my college (https://www.everettcc.edu/administration/college-services/housing) are newer and nicer, and they are also more than 50% International students. A little further from Seattle, but that is not necessarily a bad thing.
I agree that OP’s kid may be ready for advanced academic challenges, but that can also be found at a strong private high school for probably a similar price as international tuition at a community college. She’s not “on the young side” at private high school, could possibly live closer to her uncle for help adjusting to the USA, and a private school could provide guidance to help her apply to a four-year university the following year. It’s an option to consider.
Yes, only Washington state community college provide high school completion. If you want to go to Foothill or DeAnza or CC in LA at least 18 years old or high school completion.
Yes, you are right. I want my daughter to stay with my brother or my relatives in Chicago too. I consider to CC because the tutition I can afford. 4 years tuition fee all in official University is very high. My daughter wants to compete her high school and study the associate degree at the same time that’s why she does not want to spend one year for high school.
Alf, Thanks for your information. Hong Kong Education is very challenging, almost every student learn is to prepare for exams, but not by their own will. You know I am very confused where she should go. I have contact few agents, different agent has different opinions. We also applied the UK Lancaster Uni, Newcastle and received offers but my daughter prefer to go to the US. I got Everett brochure, the dorm is very nice. Is it a dorm only for female? My daughter is very independent, she can cook by herself. What I am worried about is her living in the dorm with no adult monitoring the teenagers. Will they go out at night? I’m not sure it’s very safe and I’m afraid of bad peer influences.
Everett Community College dorms are not female only, although there are suites of several bedrooms, all of the same gender. Each dorm has at least one administrator in residence who coordinates activities and monitors behavior. However, students are free to come and go as they please. If you are concerned about safety and peer influence, then perhaps a homestay arrangement might be better.
I can understand that choosing a community college from overseas must be challenging. I hope that your agents are helpful; considering how much they charge, they better be.

Edmonds Community College (http://www.edcc.edu/International/) has been doing this for longer than most other Washington community colleges, so they are better-known by agents who have already sent students there. It is bigger than North Seattle (8,000 full-time-equivalent students), and is in a suburban location, about 15 miles north of Seattle. Edmonds has dorms that are heavily-populated with International students.
North Seattle College (https://northseattle.edu/admissions-aid/international-students - they decided to drop ‘Community’ from their title a couple of years ago) has a better location in terms of access to shopping and public transportation, and is only 6 or 7 miles from downtown Seattle. It is smaller than Edmonds (about 5,200 full-time-equivalent students). North Seattle locates International students into homestay arrangements, or nearby commercial apartments; they do not have their own dorms.
While both colleges have similar programs and are considered similar in terms of academic quality, Edmonds has a more robust International program, so your daughter may feel more comfortable there.

North Seattle, South Seattle and Seattle Central are in the same group?
Yes, the three Seattle colleges are all part of the same system, each with their own President, but with a Chancellor over all the colleges. They coordinate courses and programs, but each is quite independent from the other. North Seattle is near the North border of Seattle. Seattle Central is in downtown Seattle, in an area called Capitol Hill. South Seattle is South of downtown Seattle, in an area called West Seattle (which seems odd, but Seattle is long and thin, as it is located between lakes and a bay of the ocean. South Seattle College has many more vocational programs than the other two. Seattle Central is the most diverse of the two, as it is in the middle of the city. If the goal is to transfer to a top-end university, then North Seattle would be the best choice in the Seattle system. Edmonds, however, would probably have more support for International students.
