Effect of Recommendation Letters

My question is easy: What is the effect of recommendation letters on application or to make it simple, if you had a recommendation letter from the prime minister or some dignitary, would it guarantee your entrance (talking about Georgetown SFS, Harvard Kennedy School, UVA etc.)

Someone answer this pls

I remember reading an article about how colleges view recs from “important” people, and they always say that the quality of the letter and the relationship you have with the person who wrote it matters more. You’re best friends with your senator? Great, but don’t ask for a generic letter from someone who barely knows you because they look good. They want to learn about your character and work ethic, not your connections.
