Effect of unsuccessful study abroad experience

So looking for just general input here. I see many posters asking about low GPA vs high GRE and the opposite. How about a good GPA I think, 3.6 give or take but a failing grade in a study abroad program. The classes won't figure into the GPA but the transcript will be part of any application. Does this semester cancel out the other 7?

Your letters of recommendation are way Way WAY more important than a single study-abroad grade.
