Effects of Moving Internationally

So, my parents are seriously thinking of moving back to India for both family and financial reasons.
I'll be entering 11th grade next year, so I've pretty much persuaded them to try to let me finish out high school here to avoid the complications of that transition.

But my younger brother would be starting high school the same year I start college, so if they moved when I start college, he would have to do high school there. He, of course, is not exactly happy about this prospect. I'm just trying to think about what he will have to deal with for high school/college applications.
First off, it'd be a really hard transition given that he doesn't know any Hindi or any other Indian language (though he understands one, that my parents speak, he cannot speak, read, or write it (niether can I)), and the whole education system is pretty different. He'd definitely be doing IB, though.

But, my main question is would he be considered an international applicant? We're both U.S. citizens, so idk.

I'm pretty sure that if you're US citizens living overseas, you're considered a US applicant, but I would double-check.

There are plenty of "International" schools in India nowadays, and one doesn't really need to know Hindi because they are mostly taught in English. I think financial aid will be better for an applicant from another country...so that is a bonus.
And yea, i think your brother would be considered a US applicant if you were a citizen
