I have a few questions about the "on track state wide admission" vs the regular "ELC" admission.

I know the statewide one is for 5-12% of the class, and that they review the statewide ones AFTER admissions, so my question is that if one would apply with an admission with their statewide ELC "on track" account, how much would up your chances vs the normal ELC admission (which is like 80 to 90% as someone told me). ???

ANY HELP IS WELCOME ^_^

I am completely confused by your post. Maybe that is why you haven't gotten any responses.
ELC in the UC system is generally the top 4-5% of an instate HS's graduating class. If you are ELC, you will receive a letter from the UC system. You are then guaranteed admission to a UC (not necessarily the one of your choice).
When you fill out the online UC application, you put information from the ELC letter in the application (if I remember from a few years ago, you go to a certain link and use an ID number they mail you in the ELC letter).
If you received an ELC letter, you should apply via that account to improve your chances.

The ELC admit rate for Berkeley and UCLA is 50-60%. UCSD is about 90%, and all the rest have 95+% acceptance rates for ELC students.
