<p>That means you do not qualify ELC but since they already got most of your information they give you a number which you shall use. When you use that number you will have quite a bit of information already fill in for you in your application form. You can choose to start from scratch, but will take more time. Your chance to get in a UC is very good. As far as chance to a particular UC is concern, it will depend on your other stats.</p>
