<p>In all practicality, I think what the vast majority of international students want to know are the colleges which are both need-blind and meet 100% of need, and not just meet one of the criteria.</p>

<p>As andrewlza pointed out, only Harvard, Yale, Princeton, MIT, Williams and Middlebury openly declared that they are need-blind and meet full demonstrated aid. The veracity of the claims however, is debatable though. But judging from the sample size (however limited) amongst my social circle, I think they are more or less really 1+2. </p>
<p>Perhaps it's noteworthy to also bring up Amherst. While it doesn't claim to be needblind towards internationals, Amherst doesn't really consider need as a very important factor in admissions. In fact, the admissions officer I spoke to said that it doesn't matter how much aid you require (or matter very little), it's just a difference of whether you applied for aid or not. But even then, I don't think the advantage of not applying for aid is that great. Given that a couple of friends that I know of who didn't apply for aid got rejected outright whereas I applied for a full ride and got waitlisted. Anyway, it's also rumored that Amherst will turn need-blind to internationals in a couple of years' time. Given that its arch rival has practised that policy since god knows when, it's high time Amherst does the same too I guess.</p>
