Emory, Vandy, Rice, UVA...

I'm planning on applying to Vandy ED, and if that doesn't pan out then to Emory, Rice, and UVA. But also... I want some advice. I really, really, really would like to go to college at Columbia. After I got my scores from my previous ACT (31), I gave up on it. But now, I'm wondering if I should instead apply to Vandy RD, take the SAT 2s in December, and apply for Columbia as well? Any advice would be appreciated.
