Average ACT score for Fall 2015 engineering class was 30.4. 65% were in top 10% of the class, and 98% were in top 25%. I think your combination of score and class rank should be OK - above average ACT score but not in top 10% of HS class. Another factor might be how rigorous coursework you have done in Maths and Science.
Your ECs and ACT score are great, but your GPA is fairly low. As osuprof said, the consideration depends on the rigor of your coursework. If the majority of your classes were Honors and AP, then I think your chances are good. Nice call on getting several people to look over your essay; every bit of extra effort counts.
@blackcanyon Hi, thanks. And yes, all of my science and math courses have been either honors or AP. I am currently enrolled in Calc 3(dual enrollment with UIUC) and AP Physics right now. I will have taken 17 honors + AP classes by the time I graduate.
