How screwed am I for engineering?

depends on the type of engineering.
you should be able to get in

How is your ACT composite only a 33 when you have a 34, 35, 36, and 33?

Subscores are most likely superscored from multiple attempts, Hawk.

To the OP, your gpa and class rank, make you a slight reach.

They do look at the best composite and best section scores just as OP indicated. However, OP’s GPA seems to be a bit low for engineering.

Bill they don’t superscore at UIUC. The admissions committee only sees a single set of scores, those with the highest composite, for admissions review.

^ They don’t super score the ACT composite, but they do look at the highest section scores if more than one ACT scores submitted. That is what I mean and that is how the OP listed out too.

Yes, I understand what you mean now, Bill. Cheers and good luck OP.
