Do all engineering students, not limited to EE students, follow the curriculum guideline enclosed in the catalog? Do they follow the same schedule as recommended, or is this just a sample workload?

It's strictly a sample workload. No, most engineering students do not follow the curriculum guideline -- at least, not to the full. They follow the freshman and sophomore course schedules fairly closely because it's feasbile to do so, but during the junior and senior years, it's a bit different. Due to course-enrollment conflicts or workload restrictions they are usually unable to take the 4-5 major-specific engineering courses recommended by the HSSEAS OASA.

So does that mean,

1) try hard to get the classes
2) reduce junior / senior load by increasing fresh / soph load?

Yes, both are correct.
