Engineering program advice needed

Trying to advise son (rising HS Senior) as best as possible. Any (all) help most appreciated.

PROFILE
1-Latino immigrant, US citizen

2-Completely Bilingual

3-Spends 3 months in Argentina every year

4-GPA, (excellent NJ HS) = 4.23 weighted, 3.98 = unweighted

5-Sat I-MATH = 800, WRITING = 700, READING = 600, TOTAL = 2100

6-Sat II-MATH = 760, PHYSICS = 720

7-2 high level technology summer internships in Argentina

8-Clubs and Organizations-officer chess club, rotary club, some volunteer work, etc., etc.

QUESTIONS
1-Should he REtake SAT I? What happens if he retakes and scores higher on reading but drops his math score? ALL colleges he's considering require ALL SAT sectional scores not just the highest. They say they look ONLY at the best sectional scores. Seems unlikely or they wouldn't require ALL scores, only the best.

2-Retake SAT II? How much is enough for top East Coast engineering programs?

3-Can good score on TOEFL (required for some schools) help him make up for lowish SAT I reading score?

4-Any chance of getting accepted to Ivy or top tiered (Carnegie Mellon, Cooper Union, Olin, Hopkins, etc.)?

5-Good (extra points for low tuition) safety engineering schools in Northeast (Rutgers?, etc.)?

6-Anyone have an objective POV on University of Maryland (College Park) Engineering program?

7-Best "bang for buck" engineering programs Northeast?

THANK YOU - THANK YOU - THANK YOU!!!!!!
