What schools can I get acceptance to Chemical Engineering with a 3.49/4.35 GPA and 1270 SAT/27 ACT (retaking nov 3rd)?
Clarkson.
Since it looks like you are from Texas, I would look at Texas Tech. If I am reading it correctly, as long as you are in the top 75% of class rank, you should get into the Foundational Curriculum with your 27 ACT. If you want to be a ChemE, try to go to a school that you are going to be one of the better students.
Your other threads mention living in Texas with a top 13% class rank.
Texas publics that have ABET-accredited chemical engineering include:
Lamar University
Prairie View A&M University
Texas A&M University
Texas A&M University - Kingsville
Texas Tech University
University of Houston
University of Texas at Austin
It looks like you have automatic admission based on rank and SAT score to Lamar, PVAMU, TAMU Kingsville, TTU, and possibly Houston (depending on subscore breakdown of your SAT and ACT):

http://www.tamuk.edu/admission/freshmen/freshmenrequirement.html

But check if there are any secondary admission requirements to the chemical engineering major after enrolling (e.g. requirement to earn a college GPA substantially greater than 2.0, or a competitive admission process to the major).
What are your AP results?
You are in at TAMU but not for engineering, but you have applied right? You might get blinn? Your challenge is not just about acceptance, the rigour of the program means potential big weed out and a kid with 15 APs should have high test scores. Is there any explanation for the tests?
How much will your parents pay per year? That will decide where you should apply.
Alabama would accept you.
@Sybylla I get extremely anxious the morning of and during sats/acts. We’re talking things like extreme nausea, complete lack of appetite, shaky and sweaty hands during the test. I just suck at them, and I don’t feel like its really a fair indicator of college readiness as I made all A’s but one in the first quarter this year in all AP Classes (including classes like Calc BC and English Lit). Anyways, yea, other people are shocked when they find out my testing scores bc they assume I have much higher grades. Like when I say something like “Omg I suck at standardized testing” someone will always shoot back “shut up. Just because you probably got a 1450+ doesn’t mean its a bad score.” Its weird bc I do ok on AP tests. Passed every single one I’ve taken (7) with a 4 on chem and us history and 5 on ap lang. Really clueless about this subject.
West Virginia Univ, We just came back from a tour there and was really impressed. My son liked it better than Va Tech. They are more hands on and based on their scholarship qualifications the school can be affordable to many out of state students. The student body on campus is pretty much 50/50 instate and out of state.

So you have mostly 3s on AP tests? 3 is the pass mark, right?

@College6368 Test anxiety… My son also at one point. Just retaking the test might not do it but being familiar with the testing process can. Sometimes getting with tutor can help prepare you on the test itself. Doing lots of practice tests also helps. Talk to your teachers also… They might be able to help.
I would highly recommend University of Houston with their Honors program. It’s a true honors program where many of your required courses for engineering (Calc, Phys, Chem, etc) might be offered in honors. Classes are smaller, teachers are better. My son really liked the program but couldn’t convince himself to move to Houston.
I like Houston and I loved the price.
Iowa state University. Good merit for out of state. Easy to apply to.
Manhattan College might be an option…
And yes…please be respectful of people trying to help you.
What can you pay per year?
