engineering schools

hey everyone I'm a rising senior in Virginia and i just wanted to know my chances of getting in to schools in-state and one out of state for engineering. I'm looking at VCU, Virginia Tech, and George Mason for in-state. My out of state college is West Virginia University.

Here are my stats.

GPA: 3.9W/3.43UW
SAT: 1070 (530 math and 540 reading)
ACT:i will be taking it in September....i would like to get somewhere between 26-28
EXTRA CURRIC: Technology student association, automotive club, FBLA, 50 hrs of comm service, beta club, key club
I have taken a few engineering courses in high school. I have also taken calculus and 2 AP courses including AP Physics (Calculus based) and AP biology over my high school career.

And will it help if I apply early action/early decision?

thanks alot ;)
