English as 2nd language?!!

when schools review the application, do they actually tolerate low SAT score (low CR score) and take into consideration the fact that the applicant is an international student whose 1st language is not English?
I've heard people talked about this quite a few times..

They do consider it, but you cannot use it as a overriding factor for your poor CR/TOEFL/etc scores. Remember: The International SAT score averages are always higher than the American SAT score medians. It surely points to something.

The colleges take into account that English is not your first language. Some will not require an ACT or SAT score if your TOEFL is high enough. Some will not require TOEFL if your verbal score on one of the other exams is high enough. To find out what the colleges on your list require, read their websites. Do your best on each of the exams, and stop worrying about all of this.
