English Recommendation required?

On the Cornell website (Cornell University Undergraduate Admissions Office - RESOURCES), I found the following:

Q: What are the conditions that have to be met in order to have the TOEFL/IELTS requirement waived?

A: International students for whom English is not the first language are required to submit a TOEFL or IELTS score. We will waive the TOEFL and/or IELTS requirement for students who have achieved a score of 670 on the Critical Reading section of the SAT or for those who have been in the U.S. (or other nations where English is the primary language spoken) for at least 4 years. Please note that the TOEFL/IELTS is only one indicator of English proficiency. We also require the submission of a recommendation letter from an English teacher; we review the English courses you are taking and have taken; and we evaluate your writing on the application.

I have a CR score over 670 but my school has a limit of 2 recommendations, which are the same for all schools. In other words, I have chosen my Economics and Spanish teachers for recommendations and I cannot change. Do I still need to send a recommendation from my English teacher (I'm applying to AEM if that makes a difference)?

Also, I'm doing the IB course so they would probably be aware of the difficulty of the course.

I’d say don’t worry about it. As long as your CR is safely above 670 you should be fine.
