Entering an American university?

I'm a Chinese citizen and I'm studying in a country which follows the British system. I'm 14 this year, and I'm planning to apply for university when I'm 16, by which I would have just finished Grade 10. Both me and my family are strongly against continuing up to Grade 12 because we think it's an absolute waste of time.

I'm involved in St John's Ambulance Brigade and I've been in the first-aid team for public events several times. I'm also in a gifted programme for the Humanities and I've been participating in various Model United Nations conferences.

I'll be taking the SATs and TOFEL as soon as I can. I've tried a mock SAT test at a crash course center, where I scored 2250. I'm also planning to take SAT 2 World History, American History, Chinese with listening, Literature and maybe Chemistry.

As much as I would love to, I'm willing to take the GCSE exams. However, I'm in a special programme which allows you to skip GCSE (O levels), so after Grade 10, I'll have no qualifications whatsoever. The Ministry of Education has forbidden students from taking the GCSE exams so I'm left with no choice at all.

Will any American university still be willing to accept me? I'm aiming for a lower-tier Public Ivy, such as the University of Pittsburgh or the University of Washington. Thank you for your time.

I'm also okay with early admissions programme, but I don't think they appeal to me/I'm good enough for them D:
