OK for this state school I'm applying to, they don't have a counselor recommendation form, all they want is an online app, and transcripts sent from my counselor. So if its only the transcripts, can I just use a business-size envelope or should i use a 9x12 envelope like i am for everything else

does anybody know?

Unless either the college or your high school specified otherwise, a business size envelope should be fine.

neither specified. it's only one piece of paper neatly folded, its not like its a bunch of forms haphazardly crammed into a tiny envelope. the way i see it, why waste postage just for that tiny piece of paper.

just making sure

wait...high school's return address or mine?

Use the high school's address. The main thing is to make sure you have the right address to send it to. My d addressed her envelopes to take in with her forms to her counselor and I looked through them and she had used the main addresses of the colleges and in many instances the address to send the apps and forms to was different.
