@ucbalumnus I got in-state tuition for UMN, so would my CoA be around $25k. That woul be cheaper than the UCs (going off of their website) 
If I go to a UC, it’ll most likely be UCSD. Their estimated CoA in-state is $31,245. I think their ChemE program isn’t that great, though.
My dad will most likely pay for UIUC. If not, my CoA will probably end up a little under $40k with my scholarship.
I perused the rules for establishing residency excessively. My plan is to live Texas year-round and work 20 hrs/week. I’m just not sure if it’s viable to work that much as an engineering major. I’m also considering taking up a minor, which may make it even harder. If worst comes to worst, I can marry a Texan 
It probably is not realistic to work more than about 10 hours per week while studying a full course load (particularly if you have lab courses), unless you plan to do nothing but study, work, eat, and sleep.
Since Minnesota is your low cost option, it would be good to consider. The possibility of not getting into the major if your GPA is not high enough (3.2 is high enough, lower GPAs can gain admission on a space-available basis) is a concern. However, if your major is top priority, the escape hatch in this case is to apply to transfer to another school in the major, such as UCR, CPP, CSULB, SJSU, New Mexico Tech, or South Dakota Mines (these schools are not that selective for transfers and not that expensive).
Or just go to one of your UC options where you are already in the major and not worry about either cost or getting into the major.
@ucbalumnus I talked to my dad about it today, and he said he’d be willing to take out Plus loans if necessary (and I just have to pay him back at some point). After talking it over with my dad, I’m considering starting a small business if I go to UT to establish domicile. I currently have a graphic design/social media marketing job, so I can possibly register as a sole proprietor in Texas. My dad said he’ll help me because he thinks it’ll be a good learning experience for me, so I’m very excited and hope that he’ll go through with that offer.
I’m definitely still considering UMN. I was also admitted to SJSU, so that’s probably my fallback if my parents suddenly decide to not pay for college.

Thankfully, I was able to work out a deal with my parents to take out a viable amount of loans per year, and they’d finance the rest. I am considering creating a business for in-state tuition still, or possibly doing co-op and summer terms. I’m so grateful that my parents decided to finance my education at UT, and I’m ecstatic to be a longhorn!
