Many thanks for a suggestion worth exploring!

Cornell
Duke
Maryland
Michigan
Princeton
Rutgers
Vermont
Yale

Not all of those have very strong political science programs though. Princeton had the Woodrow Wilson School and I think Maryland has a school of public policy or something like that.

Duke has one of the (if not THE) best programs in Environmental Science & Studies in the country. The political science program is ranked in the top 10, and Public Policy is highly regarded.

To theoneo's list, I would add
Allegheny
Bowdoin (superb ES and Government programs)
Brown
Carleton
Colby
Colgate
Conn. College
Denison
Dickinson
Middlebury
Oberlin
Penn State
Skidmore
Swarthmore
U Colorado-Boulder
UNC Chapel Hill
Whitman

Lehigh University
Hood College
SUNY Plattsburgh
