I have submitted 4 applications to universities as well as 4 applications for EOP for all of them, except one of them is asking me to submit income tax returns. I won't be able to submit those by the deadline. What is bugging me is that I have no idea how not submitting the EOP application will affect me. I read that it basically helps with tutoring and counseling and nothing else. I have mostly A's in HS right now and generally do not need help for my classes. So without EOP, will it make things very difficult for me or not? I will apply for FAFSA when the time comes if that matters.

Call the school that wants tax returns, and ask if your 2011 return or estimates for 2012 will do. It is December. If your family income is predictable, you should be able to cone up with a reasonable estimate for 2012 right now.

Yes it is a drag to have to do that, but it will be worth it for the EOP.

Will there be a negative impact on me if I don’t submit that on time and don’t apply for EOP, though? Of course besides not getting the free tutoring and help.

Call them, and ask if it makes a difference.

To be perfectly honest, more personalized counseling and advising is usually worth it. If you don’t end up needing tutoring, you don’t have to use that service. However, a surprising number of students who get As in HS run into difficulties in college. Access to better tutoring if you find that you need it would be a real bonus.
