Could anybody kindly advise me on whether or not these topics would classify as "hooks"

Heading a project which raised over $170,000 dollars for children with autism

Being an integral part in turning a Mock Trial team that was on life support for about 10 years into a two-time County Championship team

Either of them could be a very interesting topic for essays depending on how you present what you did. The challenges you faced and how you met those challenges would be important as would be what you learned from the experiences.

Because “hooks” refers to something that colleges must have – such as players for their football team – neither would qualify as a “hook”.

I agree with NSM. However, those items could certainly enhance your application and make you an attractive candidate, which is exactly what you are looking for. You’ve got some good experiences to work with here - just focus on presenting them in the most appropriate, interesting ways.
