I am currently a senior in HS in Dayton, OH. From the minimal research I have done, I am pretty sure there is no way I can pay in state tuition. I know some neighboring states have in-state agreements, and I have heard that some SEC schools will you give you in state tuition if you have a certain ACT score. Though I have not found any clauses like this for MSU.

If I have to just bite the bullet my first year, is there a way to establish residency after that? Like live in Michigan over the summer and work there, instead of back home in Ohio.

Any sort of suggestions on how to make this work would be greatly appreciated. I really want to go to MSU, but 35K a year is pretty hard to swallow.

Generally no.
If you are a dependent and your parents live outside of Michigan, you are almost always an out of stater.

There are some exceptions- for example, if you are completely supporting yourself and you show that you intend to stay in Michigan- you can ask for a review and, at the discretion of the financial aid advisor, you can be declared in-state. This is very rare though and you must provide proof that you completely support yourself. You must show that you can pay any tuition, fees, housing costs, normal cost of living stuff, insurance, etc. Plus, if you are living in Michigan solely to go to school- you will not be declared in-state.
