Most universities (at least the ones I know) admit non-degree-seeking or visiting students. The admission procedures vary, as do the academic restrictions that this status carries. A few examples:

[Rutgers | Rutgers Admissions](http://admissions.rutgers.edu/applynow/moreforparttimeandnondegreeapplicants.aspx#3)
[Purdue University Calumet | Office of Admissions - Non-Degree Seeking Students](http://www.calumet.purdue.edu/admissions/nondegree.html)

Visa restrictions might make matters a bit more complicated. A quick Google search revealed that most visiting programs either don’t admit international students at all or require a guarantee that the credits will transfer to the student’s home university.
