<p>It seems pretty informative. I don't know how much of it is true as I am an incoming transfer myself.</p>
<p>This was a recent article. I hope a lot of the problems have changed, but I highly doubt it.</p>
<p>I can't speak to housing issues, but the description of how transfer credit is handled is accurate in outline, but exagerated for effect. The experience runs basically like this:</p>
<ol>
<li>Go to transfer office and get a transfer credit request for each course you want to transfer. </li>
<li>Dig out your syllabus, lab books, and so forth for each course.</li>
<li>Figure out what course you think the Penn equivalent might be.</li>
<li>Fill out the request form and staple everything together.</li>
<li>Drop the packages off at the various department offices.</li>
<li>Forget about everything for a couple weeks. </li>
<li>After a couple weeks, follow up with any department that hasn't called you in to pick up your signed form. </li>
</ol>
<p>If you can possibly do so, hang on to transfer requests until the middle of the semester when everyone is more relaxed and things have settled down a little.</p>
