Expert help needed on Dutch universities and foreign students

<p>A friend's son is an American who grew up in Germany and received the German Abitur. He began his studies in Amsterdam. He is now being charged the much more expensive tuition for a non-EU (as compared to EU nationality) student, which he cannot afford. This seems unfair since his parents have paid EU taxes (to Germany) all of his life. Anyone with help or expert knowledge on precedents in this area?</p>

<p>Well, if he doesn't have a European nationality, he will be charged the non-EU tag; however, I am pretty sure that as long as you can prove that you have lived (legally) in the European Union for at least 3 years before the beginning of University you should be charged the EU fee...that is what happens for most British universities...however, not sure on the Dutch...</p>
