<p>I've seen this in numerous course descriptions. If there is an available seat, why would there be 13 on the waitlist? What am I not getting here?</p>

<p>A number of reasons. Certain restrictions can cause seats to remain open (such as seats being reserved for people who have declared a particular major). Also, you need to click the link "Click here for current enrollment information and course restrictions."</p>
