I received a C in freshman English because I was still in the process of learning the language (I immigrated in the middle of 7th grade). I've been working extremely hard to improve my English since I immigrated. As a result, I ended up getting As for sophomore and junior year English. I also got 710 on critical reading and 720 on writing for the SAT last June.

Do you think I should address my low English grade in the additional information section?

9th grade. You always want to be cautious about drawing attention to an issue. Not only does it higlight that to adcoms, they can wonder why you chose to do so. It’s far better for your GC to add a line that covers it, explains you were acclimating to the language and, wow, look how far you’ve come. Good luck.

You need to mention in the Demographic Section that English is not your first language, and you will probably need to report your TOEFL/IELTS scores in the Academics section. At that point, a short note in Additional Information should be sufficient (and impressive that you beat out natural English speakers in the standardized tests).
