Explaining faults in transcript

My grades and GPA dropped significantly last school year (junior year) and my guidance counselor said it was important for me to explain that to colleges. Last year I struggled with depression and social anxiety. I'm finally going to see a psychologist about it, so hopefully I'll be back on track this year. However, could telling an admissions counselor this do me more harm than good? Would it even help at all? I also kind of feel uncomfortable talking about the subject, so that's another thing too.

yes its good to explaain why you crapped out
and not just say i got depression - say why

if you dont want to talk about it put it intoo your persoanl statemenmt

But won’t they see me as a troubled person? Don’t colleges like to stay away from students who have issues with depression, violence, drug abuse, etc because they can always come back?

Yes, don’t put anything self-demeaning in your application.
