Do colleges know how many points students from a certain school get added to their unweighted grade? For example my school gives 5 extra points for honors and 8 points for AP, but at another school in San Antonio they give their students 10 pts for honors. Do colleges look at this, because obviously the person with the 10 pt per honor subject is going to have a higher GPA.

Yes, colleges usually know the weighting system used by a high school since the high school usually provides it with transcripts sent. Colleges vary as to what they do with GPA. Many recalculate their own GPA using their own weighting system (and throwing out all but college prep courses); (b) many recalculate using no weighting system but then give considersation to the vigor of your high school classes; (c) many rely on weighted GPA supplied but consider the differences between systems used by high schools; (d) some just rely mainly on class rank but also consider what they know about the quality and student make-up of different high schools. There are numerous variations on the above. In any event, it is usually not likely that the particular method of weighting used by a high school will result in students in one school having any real advantage over students in another.

Most of the elite schools do re-evaluate your GPA, personally, I know Stanford recalculates their own GPA.
