Engineering is tough.(From the posts you have made)

Is it possible to study EE and be an active member of extracurricular clubs and activities like student government and stuff?? Does it make a bad effect on the grades? Are the Extracurricular activities some help(besides enjoyment) in later jobs??

One of the guys I know is a senior Computer Engineering major. While his grades aren't the best (~3.0 I assume, which is good, but 3.5 is quite doable if you know how to prioritize), one of the things that has helped him land internships and his future job is all of his leadership experience. He is captain of a Intercollegiate team, works for an alumni association at the school, and other stuff like that, along with being part of a fraternity. He is basically always moving and doing something.

I am part of a club/intercollegiate team and manage more then enough time to do that, plus homework, working out three times a week. I actually spend a lot of time doing nothing.

If you are a person with a lot of energy you can probably manage to get good grades and be part of a couple clubs and student government. You just have to know your limits. Ease you way into it, don't sign up for 8 different things from the get-go. Start with what you enjoy most and see how the grades hold up and then you can work from there.
