Extracurricular involvement?

I'm a junior and I've signed up for various extracurricular activities this year, about 4-5 total, including student government organizations and clubs and none of them do ANYTHING. I haven't been involving myself in extracurricular activities at all this year and I feel like I'll be lying on my college apps when I say I've been involved in them. I've even talked to the club officers and stuff in attempts to prod them to get all of us more involved and hold more events/activities, but no luck. Most clubs are just set up for the sole purpose of resume padding and the clubs that are actually established and actually do things (Debate Team, Mock Trial) won't let me in because it's too late to join. I'm not good at sports or anything, and I'm not interested in the performing arts.

Sooo, yeah, there's my dilemma. I feel SO unproductive and I want to actually be doing something interesting extracurricular-wise. I feel like all I ever do is go to school, do my homework, and otherwise just laze around and hang out. I would start a club, but my school administration is strict about setting up clubs and only lets you do so at the start of the school year. And it's not like I'd find people who would join anyway.

My question is.. what can I possibly do that is productive, as an extracurricular activity? Something that I don't have to do through my school, I mean.
I was thinking about getting a job, but it's nearly impossible for someone to find a job here, especially a 16-year-old. I just want to do something productive with my free time and not feel like a bum.

Yeah, get a job, or start volunteering. (Your local library, etc.)

You need to involve yourself in active organizations, and that might involve you looking beyond your school (or, perhaps, to other clubs within your school. My school’s a lot like yours, but a few clubs–debate, DECA, HOSA–are actually pretty active.). Get a job, or join a local community service organization. Or organize a project under the label of one of your school clubs. I imagine you can pool together at least a few likeminded students to help you organize a huge fundraiser.
